§01  What the scope should cover

From the required view to the operating handoff.

The camera is one part of the system. A buyer also needs documented infrastructure, recording, permissions, acceptance, and service responsibilities.

Coverage plan Document the view and decision required at each zone before choosing a camera or mounting position.
Existing-system assessment Inventory cameras, recording platforms, cabling, switches, power, and network capacity that may be reusable.
Camera and platform selection Compare image requirements, environmental conditions, management model, retention, cybersecurity, and procurement constraints.

§02  Start with the decision

Choose each camera by what the footage must prove.

A camera count is not a coverage plan. Start with the operating question at each entrance, aisle, register, loading area, lot, gate, or perimeter. The required decision might be identifying a person, reading a plate, confirming a transaction, reviewing an incident sequence, or detecting activity in a defined zone.

Lighting, distance, angle, motion, weather, obstructions, privacy, and available mounting positions shape the image. A site survey should record those conditions and the acceptance view before hardware is ordered.

  • Document privacy zones, restricted views, and access to recorded footage.

§03  Reuse before replacement

Inventory the system already on site.

Existing cameras, cable, switches, recorders, servers, licenses, and mounting positions may have value. Compatibility cannot be assumed from a logo or protocol name alone. Confirm the exact models, firmware, supported streams, power requirements, licensing, and current manufacturer documentation before placing an item in the reuse plan.

The assessment should also identify unsupported equipment, inaccessible administrator accounts, failed storage, oversubscribed network links, damaged cable, and cameras whose current view no longer serves the site.

§04  Platform diligence

Compare operating requirements, not vendor slogans.

Cloud-managed, on-premises, and hybrid systems can each be appropriate. The decision depends on site connectivity, administration, storage, cybersecurity review, evidence handling, support ownership, subscription structure, and the buyer’s procurement requirements.

If a project has a federal procurement, grant, or other product-origin requirement, verify the current status of each proposed manufacturer and model from authoritative documentation. A platform-wide or partner-wide compliance claim is not a substitute for model-level review.

  • Where is video recorded, and what happens during a network interruption?
  • How are retention, export, audit records, and legal holds handled?
  • Which cameras, integrations, licenses, and support terms are contractually included?
  • What data leaves the site, and what security review does the buyer require?
  • What is reusable if the buyer changes platforms later?

§05  Installation scope

Make infrastructure and labor visible in the proposal.

Commercial camera installation can include mounting hardware, lifts, permits, cable, conduit, fiber, patching, switches, power, recording appliances, cloud licenses, storage, configuration, commissioning, training, and service. The required work varies by building and should be itemized instead of hidden inside a camera price.

Network and storage requirements should be calculated from the proposed models and settings. Resolution, frame rate, compression, scene activity, retention, redundancy, and recording mode all affect the result. Use current manufacturer tools and validate the assumptions in the final design.

§06  Procurement proof

Require an acceptance record before sign-off.

A complete handoff shows that the installed system matches the approved scope. Record the final device list, camera names and locations, critical views, recording checks, retention settings, user roles, export workflow, alert routing, open exceptions, warranty details, and service contacts.

For multi-site programs, a representative pilot can expose differences in building conditions, network ownership, site access, and operating workflow before the standard is repeated. The pilot should end with a written decision: keep, revise, or stop.
